Northbound Travel for Hong Kong Vehicles (港車北上) is the most "Hong Kong 2026" thing you can do with a private car. Cross the Hong Kong–Zhuhai–Macao Bridge, fill the boot at a warehouse club and be home for dinner. The paperwork is what kills people's enthusiasm.

Three Cantonese creators have done all of it on camera:

  • Mailam 米大師 made a 懶人包 covering the licence, the ballot and charging.
  • 肇慶湯圓 (Zhaoqing Tongyuen) filmed a 2026 re-application with an inspection and an ETC sign-up.
  • MC Hugo 大腳板 posted a first crossing in an EV.

We checked their process against the Transport Department's scheme site.

The take

  • Do it in this order: mainland phone number → mainland driving licence → ballot → submit within 13 days → inspection → insurance → book every trip.
  • The ballot isn't the hard part. Mailam and 湯圓 both won on their first try. The hard part is the mainland licence website.
  • Line up your insurance dates. Your mainland e-licence expires when your qualifying insurance expires, and it can't last longer than a year.

Step by step

1. Get a mainland number first. Every stage sends SMS codes, including the licence portal, the inspection booking and trip reservations. Mailam's tip is to borrow a relative's number only if they'll forward codes immediately. Our phone & bank guide covers getting your own.

2. Swap for a mainland licence. There's no test. Hong Kong licence holders can exchange their licence. Mailam's advice:

  • Register on the traffic police website from a computer. The 交管12123 app kept failing for him, and the site throws 404 errors, so just keep retrying.
  • Book a weekday slot at a vehicle management office.
  • Do the health check at the office's self-service kiosk.
  • He was done in about an hour.

Agents in Hong Kong charge several hundred dollars and still make you go in person.

3. Enter the ballot on hzmbqfs.gov.hk. TD processes 500 applications per working day, up from 400 in January 2025. If you win, you have a 13-calendar-day window to upload:

  • your licences
  • your Home Return Permit
  • your vehicle documents
  • your insurance

湯圓's tip: photograph your documents somewhere with even light, off the desk. Blurry or glary scans are the usual reason a submission stalls.

4. Vehicle inspection. There are two approved operators: 中檢 (China Inspection) and 香港中旅 (CTS). 湯圓 has used both and says they charge the same. At CTS:

  • Pay and collect your card in the office, even if you already paid online.
  • Queue, then drive into a bay.
  • Staff stick a label under the driver's seat and the permit on the windscreen.

Inside the bay it takes well under 15 minutes. Mailam says to budget 30–45 minutes in total.

5. Insurance. Buy either mainland compulsory third-party cover or a Hong Kong "unilateral recognition" top-up. Your e-licence validity follows the insurance. 湯圓 learned this the hard way when renewing: if your new policy starts after your old one runs out, your new plate approval has to wait for it.

6. Book every trip. Use the Specified Date Booking System before each departure. Rules that apply once you're on the road:

  • Each entry can last up to 30 consecutive days, with 180 days a year in total.
  • No more than two designated drivers. A friend with a mainland licence who isn't on your approval letter can't drive the car.
  • Breaking these rules can get your eligibility revoked.

His full re-application took about 10 days from submitting documents to approval. Mailam puts a first-timer's whole process at about two months.

The ETC box, decoded

Mainland expressways use toll stickers. Without one, you're reaching out of the wrong side of a right-hand-drive car to tap a card. 湯圓 signed up for ETC at the inspection centre and found the menu confusing:

Version Who it's for Catch
Top-up card (充值插卡) Anyone, including WeChat Pay HK-only users Most expensive. He was quoted 368, with 200 of it preloaded as toll credit
Cardless, auto-debit Holders of a mainland WeChat Pay or Alipay wallet Binding is locked once set. The WeChat option needs a standard six-character plate, so vanity plates have to use Alipay

Decide before you reach the desk. One staff member was handling a dozen confused drivers.

On the road

  • Bridge toll: MC Hugo paid ¥150 for a private car at the mainland-side toll plaza.
  • EVs: Hong Kong and mainland charging plugs differ. Mailam skipped buying a pricey fast-charge adapter for nearby trips. Border car parks and big Zhuhai/Zhongshan malls often have chargers that work with Hong Kong cars. The HZMB Zhuhai Port Service Area has about 2,500 spaces and 238 chargers. Charge before heading home. Mailam topped up at the airport on the way back from Dongguan.
  • Macau: Mailam's hack is to park in Zhuhai and cross on foot. The HZMB Macau East Car Park requires a reservation once fewer than 600 spaces are left.
  • What it's for: golf, Sam's Club bulk runs and a seaside hotel in Zhuhai. It's not for driving into downtown Shenzhen at rush hour.
